Dr. George Liu serves as the President, CEO, and CMO of the Chinese-American IPA Inc., d/b/a Coalition of Asian- American IPA (CAIPA), and as Chairman of the Asian-American Accountable Care Organization (AAACO) boards. As an internist and endocrinologist, Dr. Liu has been continuously providing quality care to his patients and contributing to the well-being of the Asian-American communities he has been serving since 1985. In addition to his private practices, he has been an attending physician at various hospitals, such as New York-Presbyterian Lower Manhattan Hospital, Mount Sinai Beth Israel, and NYU Langone Medical Center.
Dr. Liu has received numerous distinctions and honors, including an award from the American Diabetes Association. Top Doctors: New York Metro Area” list by Castle Connolly every year for the last 15 years, and the “Best Doctor” by New York Magazine. Dr. Liu is also recognized and received multiple citations from the New York State Assembly, New York City Council, and a Commendation from the City of New York Office of the Controller. Over the years, he has had various research articles published in collaboration with other distinguished physicians.
Peggy Sheng currently serves as the Chief Operating Officer of CAIPA. She joined the physician-member organization in 1995. During her tenure of over 20 years, CAIPA has flourished into a strong organization with over 1,000 providers serving more than a half-million Asian-American residents in the greater New York area. Peggy oversees all contract negotiations, quality, utilization management, and network development functions.
In addition to building CAIPA into a model IPA, Peggy was instrumental in establishing the CAMS-CAIPA Community Service Fund to encourage the development and improvement of existing, culturally competent, community-oriented service programs as well as research and educational projects that benefit the Asian-American communities of New York.
Furthermore, Peggy spearheaded the establishment of CAIPA Foundation, Inc. which is funded by donations from our physician-members with the mission of offering older adults a holistic approach to improving and maintaining a healthy and independent lifestyle. CAIPA Foundation promotes the physical, mental, and emotional well-being of seniors at its social daycare centers. CAIPA’s social daycare centers (SDCs) help older adults maximize their quality of life. Our SDCs are located in Bensonhurst, the Chinese neighborhood of Brooklyn.

Jing Shui joined CAIPA in 2019. He brings over 30 years of experience in health care. Jing started his professional career with the United Hospital Fund of New York, where he was responsible for analyzing the operational and financial performance of NYC hospital systems. Jing later moved into the managed care industry and worked for NYLCare Health Plans as a key member of its corporate Healthcare Analytics team. In 1998, Jing joined HIP Health Plan of New York (which later became EmblemHealth). During his 20-year tenure there, Jing played various roles. As Head of Medical Informatics Department, Jing oversaw analytics across different areas, including population health, UM, CM, network provider performance evaluations, as well as support for ACO risk contracts and provider P4P programs.

Dr. Eliza Ng serves as the Chief Medical Officer of CAIPA. She is a Board-Certified Obstetrician and Gynecologist with extensive leadership experience in both payers and provider sectors. Prior to joining CAIPA, she was the Chief Medical officer of Population Health at RWJ Barnabas Health System. Her area of expertise includes population health and leading provider organizations to manage total cost of care. She is passionate about creating a system of care that supports high quality care and patients and providers quality of well-being.
Josh Grotstein has held leadership positions across a wide range of companies and industries in functional roles, including executive management, corporate strategy, business development, finance and investing, and marketing. He has also invested in over 25 companies and served on over 10 corporate boards.
Prior to CAIPA (and his work with CAIPA while at Alchemy Value Services), Josh worked for the multi-billion-dollar family office, FJ Management (FJM), where he oversaw strategic private equity investing and led diversification efforts to focus on the aging U.S. population. Key programs included an assisted living/memory care initiative (Wellquest Senior Living), a geriatric psychiatry hospital system (GPS), a primary and urgent care consolidation (On Point Medical Group), and a primary and psychiatric care out-sourced staffing service for senior housing facilities (Eventus).
Prior to FJM, Josh was a managing partner for a NYC-based venture capital fund (SASI), the CEO of a venture-backed video company (Motionbox), and an executive at CNBC, where he was part of the team that founded MSNBC. Additionally, he served as a senior executive at Fortune 500 companies, including NBC, Citigroup, and WPP, and worked as a strategy consultant for McKinsey & Company.
Karen Jung has over 10 years of experience in operations and organizational management. She manages the daily operations and office administration of all the CAIPA offices. In addition, she supports the hiring, new employee onboarding, and employee performance processes. Prior to joining CAIPA, Karen worked for various companies, including Technometrics, idEXEC, and OneSource Information Services. For these organizations, she assisted in the implementation of marketing programs and the development of new product functionality and design.
MSCS
Sam Pang has more than 30 years of Information Technology and Software Development experience. He also had more than 10 years of Healthcare IT experience. In 2008, Sam worked at Health and Hospitals Corporation and he built a Wristband Patient Tracking System. Four years later, Sam joined an EMR company as CTO. He led a 10-member team to redesign the EMR. After 2 years, this EMR company became profitable. In 2015, Sam joined CAIPA and he brought extensive IT and Healthcare knowledge. His team has designed and developed a suite of secured and automated systems – SFTP System, Workflow System, Provider Roster System, and Point of Care System. Using AWS and other cloud service providers, Sam also redesigned the CAIPA infrastructure to move to the cloud.

Annie Chu is responsible for leading the internal processes to promote and ensure compliance efforts with Federal and State laws, regulations and company policies as well as to oversee compliance activities that impact CAIPA and CAIPA provider members. She also works closely with CAIPA doctors and their employees to advocate and implement compliance programs, HIPAA compliance, and healthcare compliance education. Annie gained years of experience in different areas of the healthcare system, including academia, hospital and small practice.
Cindy Lai joined CAIPA in 2018 with over 25 years of experience across strategic sales, marketing, member communications and provider relationships in both managed care and hospital settings in the tri-state areas (NY, NJ, PA). At CAIPA, Cindy oversees all aspects of provider communications across the organization to keep our provider members abreast of business operations, potential partnership opportunities, new business models and information technology to help maximize revenue and optimize quality performance in various valued-based care arrangements. Cindy is also accountable for supporting the membership growth of business partners as well as community outreach and engagement via different health initiatives to build brand equity in the healthcare arena for CAIPA.

Kelly Kwok has worked at public accounting firms for more than 15 years and has been providing accounting services to CAIPA since 2005. Kelly joined Prager and Fenton LLP In February of 2001, and began her career as an accounting associate, providing financial and accounting services, including performing audits, and preparation of financial statements and tax returns. She obtained her CPA license in 2003 and specialized in financial and professional services, construction, retail, and not-for-profit organizations. She managed a broad array of client services, from preparation of audit and other attest financial statements, preparation of projections, bookkeeping assistance, and consulting on complex transactions to day-to-day operations. She also has experience in tax planning and handling federal and multi-state tax filings for corporations, partnerships, and high-net-worth individuals.
MBA
Sin Li currently serves as an Assistant Vice President of Network Operations, overseeing CAIPA’s contracting, provider relations and credentialing. Sin brings over 17 years of experience in the payer and provider space and has a proven track record of developing and executing successful strategies and contract negotiations that have improved provider experience, operational efficiency, and quality outcome.
With a deep understanding of the complexities of the healthcare landscape, Sin has been instrumental in driving growth and financial performance by leveraging data-driven insights. Before joining CAIPA, Sin developed and implemented outstanding provider partnerships through Value-Based initiatives for payers such as Elevance (formerly Anthem) and Healthfirst.
Sin earned a Bachelor’s degree in Accounting from Hunter College and a Master’s degree in Business Administration with a Healthcare focus from SUNY Empire. Sin is passionate about cultivating a provider partnership relationship and leveraging VBP to improve the overall quality of care.
Shirley Huang joined CAIPA in 2019 and currently serves as the Director of Public Relations. She has over two decades of experience from the New York City healthcare system, covering sales, marketing, branding, special projects and events, home care and urgent care center management. She also has a track record of executing high profile public, government and media relations programs. Shirley works closely with the Board and Executive Team to generate greater awareness about CAIPA – its mission and key programs – and to develop external relationships to position the IPA as the industry leader.
Irene Yu joined CAIPA as Director of Contract and Provider Relations in 2017. She has over a decade of experience from the New York City Healthcare system. In her current role, Irene is responsible for all aspects of contracting. Irene works closely with CAIPA providers and health plans to help resolve various issues that providers face on a daily basis. Prior to joining CAIPA, Irene worked at Healthfirst for 6 years where she gained experience in operations, physician contracting, claims adjudication, financial performance and quality programs. Irene also gained experience in building a physician network as well as managed contracts of large groups during her tenure at Northwell Health.

Sandra M. Mitchell has been a Registered Nurse for 26 years. Prior to CAIPA MSO, she was the Vice President of Medical Management for a Management Service Organization. As VP, she worked with her team to consistently meet and exceed required Key Performance Indicators while ensuring the efficient delivery of patient-centered care.
Throughout her career thus far, Sandra has gained experience spanning both provider and payor environments with 20+ years in the Managed Care sector. Her primary focus includes Care and Utilization Management. She is also a proven transformational leader, showcasing outcome driven qualities by building synergistic teams and sustaining results for quality care.
Amy Sheng currently serves as the Director of Operations at CAIPA, where she oversees the daily operations and the Asian Contact Center. Prior to joining CAIPA, Amy has 26 years of Call Center experiences with Walt Disney World. She had experience in resort reservations, payment operations, system security access, and product operations. Moved from Orlando to New York, Amy transition into Healthcare management.

Cathy Wang currently serves as the Director of Government Program for CAIPA. Cathy works closely with CAIPA providers to advocate and implement government initiatives, including the Quality Payment Program, Patient-Centered Medical Home (PCMH) and NY Medicaid EHR Incentive Program. Cathy also manages the Accountable Care Organization (ACO) Quality reporting and Promoting Interoperability (PI) reporting.

Vivien Hui is a registered dietitian, certified diabetes care and education specialist certified in insulin pump management as well as a certified coder. As an experienced clinical professional, Vivien joined and served for four years in the Asian Diabetes Center as Assistant Director who governed the administrative operations and provision of Medical Nutrition Therapy/Diabetes Self-Management Services. Vivien also served as the faculty member of the Nursing Diabetes Champion Program and led diabetes projects at New York-Presbyterian Lower Manhattan Hospital. She will assist in the development and implementation of CAIPA’s Disease Management programs in diabetes care and help CAIPA achieve CMS DSME certification. Vivien earned her Master’s degree in Business Management and Leadership at the City University of New York School of Professional Studies and Bachelor of Science in Clinical Nutrition and Dietetics at North Dakota State University.
